Meet the 2025 Casper Boat Club Board

Mark Mahnen
Commodore
Term Expires December 2026
Mark and his wife Joanie moved to Wyoming from Ohio in 2012, drawn by the natural beauty and tranquility of the area. A visit to stunning Alcova Lake was the key factor in their decision to make Wyoming their new home.
In 2013, they joined the Casper Boat Club, and it quickly became an important part of their lives. Mark has spent much of his life boating—primarily on Lake Erie, along the East Coast, and in Florida—so continuing that lifestyle in Wyoming was a natural fit.
The couple has three adult sons and one grandson who live in Colorado and Delaware. Their family often visits to enjoy all the recreational opportunities and breathtaking views that the Alcova area has to offer.
In 2018, Mark and Joanie built their dream home overlooking the lake, and they never take for granted the beauty that surrounds them.
Mark is proud to serve on the Casper Boat Club board and deeply values the sense of community and the many opportunities the club provides. He’s always happy to contribute and help wherever he can.

Terra Steen
Vice-Commodore

Originally from the beautiful state of Wisconsin, Terra brought her deep love for lake life with her to Wyoming. Today, she and her husband Tony are raising their outdoor-loving family spending lots of time at the Alcova Reservoir, where they can often be found boating, playing at the beach, or chasing their kids around the Casper Boat Club grounds.
The Steen family joined the Casper Boat Club in 2017, and it has been the perfect place for their children to grow, explore, and make lasting memories. Terra is proud to serve on the club’s board and is honored to give back to a community that means so much to her and her family.

Jennifer Dyer
Treasurer
Term Expires December 2028
Jennifer and her husband Nate are proud parents of two energetic boys, who can often be found on sports fields year-round. When they're not cheering from the sidelines, the family enjoys spending quality time on the water, making the most of everything Alcova Lake has to offer. Jennifer is excited to join the Casper Boat Club Board and is dedicated to contributing to the Club’s continued growth and success.
A Casper native, Jennifer graduated from Natrona County High School in 1999. She went on to earn her bachelor's degree in Communication from the University of Wyoming in 2004 and later completed her Master’s in Administration from the University of South Dakota in the summer of 2018.
Jennifer has dedicated the past 20 years to the nonprofit sector and currently serves as the Executive Director of the Self Help Center, a position she’s held since 2015. Actively involved in community service, she serves on multiple local boards and is deeply passionate about building a community that is safe, healthy, and welcoming for all.

Mandy Bellew
Secretary

Mandy has been loving life at Alcova Lake for as long as she can remember. She still believes an early morning ski/surf sesh is a great way to start the day. Mandy was born in North Dakota, and raised in Casper, Wyoming. She is a Natrona County High School
graduate who went on to earn degrees from Montana State University in Bozeman.
Back in Casper, she met her amazing husband, Drew. Together they have three children, Jack, Mira, and Bryn. Life is crazy keeping up with this crew - football, hockey, skiing, dance, soccer, travel, and the general chaos of family life. Mandy has a history of staying involved in her community, serving on numerous boards, volunteering at her children’s schools and being a cheerleader at her kids many activities. Mandy enjoys traveling, snow skiing, tennis, flowers and lake time.
Her family has been part of the Casper Boat Club for nearly 30 years, and she is honored to serve on the board and give back to a place that has been part of many memories.

Michael Helzer

Born and raised in Wyoming, Michael has deep roots in the state and a lifelong love for the water. For the past 24 years, he has been a dedicated employee at Wyoming Machinery Company.
Married to his beautiful wife Erin for 20 years (celebrating their anniversary this September), he is the proud father of “the triplets”—Brooke, Bridget, and Breann. Now 14 years old, the girls keep their parents on their toes with a full schedule of school and personal activities.
Growing up, water sports were a regular part of life thanks to his parents, and today, he’s grateful to be passing that love of the lake lifestyle down to his own family. Being part of a community that shares these values makes his involvement with the Casper Boat Club especially meaningful.

Mike Dean

A proud Casper native, Mike has spent his entire life enjoying the beauty of Alcova Lake—boating, fishing, hiking, hunting, and camping. His deep connection to the lake goes back generations: in 1955, his mother’s family built the Greens cabin near Sandy Beach, which remains in the family today.
Mike is a fourth-generation graduate of Natrona County High School and attended Chadron State College on a wrestling scholarship. He has proudly served the City of Casper’s Water Department for the past 28 years.
In 2022, Mike married his longtime friend and love, Kori Dean, at the Casper Boat Club—an unforgettable day that inspired him to become more involved in the Club’s future.
With two grandchildren (so far), Mike is excited to pass down the traditions of lake life—teaching them to fish, waterski, and enjoy the water just as he did. To him, Alcova and the Casper Boat Club will always be his “happy place,” and he’s honored to give back to the community he loves.

Patrick Burgen

Patrick “Pat” Burgen, Retired Oct. 2023 from Corporate America, Allied Universal Security, and G4S Secure Solutions (USA) Inc. after 13 years of service. Pat is a retired Lieutenant from the Casper Police Department, where he served with distinction for 21 years. His career also includes roles as a Safeway Security Investigator and a Haul Truck Driver for Cloud Peak Energy. Currently Pat works part time, driving for Maverick Transportation and Logistics.
Now in his seventh year on the CBC Board, Pat brings a deep passion and commitment to the club. He thoroughly enjoys working alongside fellow board members, Club Staff, and the broader membership—all with a shared goal of continuously improving the Club, its grounds, and events.
A proud graduate of Natrona County High School (Class of 1975), Pat is a hometown native who spent his childhood weekends enjoying the beauty of Alcova Lake. Today, he and his wife Deanne have a lake house at Alcova and are proud members of the CBC. Together, they cherish time spent at the lake, taking in the sunrises and sunsets, and making lasting memories through fishing and boating with family and friends.
Pat and Deanne are proud parents to Leighton, Casson, Caleigh, and Aeighdon, as well as their three young grandchildren.

Parker Allemand
Term Expires December 2028
Parker Allemand is a lifelong Wyoming rancher, born and raised on the family’s cattle operation where he still lives today. Together with his wife Kaiti, he is raising their three children on the same ranch that has been home to the Allemand family for generations. By day he owns a dirt-construction company working across Wyoming, but the land, livestock, and wide-open spaces remain his true north.
An avid outdoorsman, Parker treasures time on the water and in the field with family and friends. Whether hunting, boating, or just enjoying Wyoming’s lakes and mountains, he values the same sense of community and conservation he finds at the club. Parker joined the board to help protect and improve the club for current members and the next generation of boaters.
